    HARLAN – Downtown building owners in Harlan have the unique opportunity to participate in façade improvement through a state/federal grant program being offered through the Iowa Economic Development Authority (IEDA), and being applied for by the City of Harlan.
    The Harlan City Council last week hired RDG, Des Moines, as architect for the downtown façade improvement project.  The council is proceeding with an application for $500,000 from the state’s CDBG (Community Development Block Grant) program, to be submitted in early February.
    Total project cost would be $1 million, with $250,000 in total coming from those building owners that meet all criteria and are selected, and the remaining $250,000 coming from the city through its local option sales tax.  Architect fees likely will be 10-15 percent of the total project, to be negotiated with the city at a later date.
