Concert-goer allegedly uses racial slur; is charged

    HARLAN – A Harlan man has been charged with disorderly conduct after allegedly causing a disturbance and using a racial slur directed at another individual during a second-grade Christmas vocal concert at Harlan Community High School Thursday, Dec. 3.
    Kenneth James Smith, 53, faces a fine of $100 and up to 30 days in jail if convicted of the simple misdemeanor charge against him.
    According to Harlan Police reports, officers were called to the high school at 7:24 p.m. that evening where an elementary vocal concert was being held.
